so continue the installation process. if it won't, go into network connections and disble your internet for the duration of the setup process. it might be trying to submit some information to the adobe servers - i dunno. then after u're done installing it, re-enable ur network connection. it might also be worth it to look in task manager - process tab and close all processes u don't know what they're for. and btw if u close the IEXPLORE.EXE process, it not only closes the IE windows, it also closes the windows explorer, and so forth. after which it will restart by itself, cause it is simply too integrated within Windows XP itself. it even affects the taskbar ffs :P lol.
so my advice - reboot and close any un-needed programs that might start up at boot time. messengers are safe to keep on. after you run the setup for CS3, close the windows explorer window and continue. if u still get the error - then u're out of luck. i never had such problems with photoshop CS2 :P

Yeah go to the task manager and see if iexplore.exe is running, if it's not reset you computer.
adobe actually says that you should avoid connection with internet.its not belongs to internet explorer but the whole connection.
make sure that no software or some others update is not in progress
