I cannot start internet explorer as it says error 403?

Your system may only need simple maintenance. Try these basic items for Internet Explorer, especially 1. %26amp; 2.

___1. On Internet Explorer (IE) menu click 'Tools', click 'Internet Options', click 'General' tab, at 'Browsing history' click 'delete' temporary files, click 'OK' to exit. Repeat periodically. With email or internet usage weekly or monthly temporary file deletion is recommended.

Try to go online and download inter explorer again. and reinstall it. that should fix the problem or any errors
